Why Do We Need So Many Signs?

I know some of the drivers are brain dead. Do we really need a sign that tells us that there will be a increased effort? What about the rest of the year? Is that the time to drink and drive? I would say no. So, why the sign? I would like to see something like " Increased Stupidity Enforcement All Year". Probably not going to happen.
