Garbage cans are a rarity around Minnesota. I thought it was illegal to park on a yellow curb. Doesn't this count for trash too?

Who cares about trash in the street, it's much more important that the car's interior be clean.
This happens everywhere, not just Minnesota. I wish that trash people dump would magically appear in their beds.
