Double White Lines.....

I am starting to realize that I will never figure people out and the actions they take. My example today? Driving in the toll lane on 394. Crossing the white lines. I know, nothing too terrible, but why do we have traffic laws. I am guessing that this person drives here quite frequently and never sees a trooper or cop.
