Ever been on a metered on ramp with heavy traffic and you see people zooming on by? I encounter this everyday. I'm sure this guy does too. That is why he takes the car pool lane. No one but himself unless you can now count the person your talking to on your cell phone as a passenger. There has been a lot of changes in the law lately.
